Dr. Thomas Killion, BIMA Director
Dr. Thomas Killion, the former Chief Scientist of the U.S. Army, was named Director of the Biometrics Identity Management Agency (BIMA) effective October 26, 2010.
Dr. Killion succeeded Dr. Myra S. Gray, who assumed new responsibilities as G-5 for the U.S. Army Materiel Command. Dr. Gray became Director of what was then known as the G-3/5/7 Biometrics Task Force on July 8, 2007 and spent more than three years overseeing the development of DoD biometrics policies and enterprise solutions. The Task Force was redesignated as the BIMA on March 23, 2010.
In July 2010, Dr. Killion was detailed to the Joint IED Defeat Organization (JIEDDO) to serve as Science Advisor to the Director. In that capacity, he provided scientific and technical advice on programs, developed a systematic Science and Technology (S&T) strategy and roadmap to help guide JIEDDO investments and engaged with S&T organizations within the Department of Defense, other Departments, industry, academia and internationally to leverage their efforts to counter the threat of IEDs.
From March 2004 through June 2010, Dr. Killion served as the Deputy Assistant Secretary of the Army for Research and Technology (DASA(R&T)) and Chief Scientist. He was responsible for the entire Army Research and Technology program, spanning 21 laboratories and research, development and engineering centers, more than 10,000 scientists and engineers and a 6-year budget of more than $11 billion.
Dr. Killion was born in Wichita, Kansas and received dual B.A. degrees in Psychology and English from Saint Mary's College in Winona, Minnesota in 1974. He received his Ph.D. in Experimental Psychology from the University of Oregon, Eugene, Oregon, in 1978. Dr. Killion graduated with highest distinction from the Naval War College in May 1997.

Biometrics Identity Management Agency Overview
Biometrics is a key capability that can identify the enemy, denying him the anonymity he needs to hide and strike at will. The ability to identify and
verify individuals is also critical to ensure secure and expeditious business functions. As these biometrics capabilities are applied through various tactics, techniques and processes, they enable a wide range of
possible missions, from military operations to business functions, that protect national interests. The Biometrics Identity Management Agency (BIMA), as per DoD Directive 8521 01E, serves to:
- Act as the DoD proponent for biometrics
- Lead in the development and implementation of biometrics technologies for Combatant Commands, Services and Agencies
- Deliver capabilities in order to contribute to the enhancement of the biometric community
- Increase Joint Service interoperability
- Empower the warfighter by improving operational effectiveness on the battlefield
